Urban Planning and Urban Development Division
The Urban Planning Division is one of the Municipality’s divisions and its main artery, given its many duties and the revenue it brings to the Municipality through the permits issued to users.
It is made up of several services: the inspection service, which works through joint committees of all relevant stakeholders to prevent and penalise violations; the substandard housing and “cities without slums” service, mainly responsible for restructuring and organising construction and rehousing, with the active involvement of the relevant administrations (Urban Agency, Regional Delegation of the Ministry of Housing and Urban Policy, local authorities, etc.); and the Urban Planning One-Stop Shop, created by Decree No. 2-13-424 of 24 May 2013, which aims to simplify project review procedures, speed up the issuing of permits and modernise these services for everyone involved.
Note: the President of the Municipality is represented at both branches of the One-Stop Shop, Maamora and Saknia, by two vice-presidents.
- The documents required by each office are listed in the leaflet published in 2018 (Guide to the One-Stop Shop for planning permits).
- New documents added: the technical note on fire and panic prevention; the energy efficiency note.
As part of the digitalisation of the administration, the “Rokhas” digital platform is used to process files and issue planning and building permits.
